Biography
A human male, Woodrow Frears was an operative of Section 31 – an intelligence apparatus that operated within the United Federation of Planets in an unofficial capacity – that identified as someone that belonged to Beta Quadrant Oversight. As a captain, he was assigned to command the USS Marabou, a classified frigate that had been outfitted with cloaking technology, even though these devices were developed in direct violation of the Treaty of Algeron. In addition, sometime after the conclusion of the Dominion War, the captain became a correspondent of Doctor Julian Bashir, a Starfleet medical officer that had been drawn into the activities of his organisation on previous occasions, exchanging messages on at least one occasion. Meanwhile, the Marabou was tasked with missions into the Gamma Quadrant to enforce the blockades that Section 31 had launched on worlds affiliated with the Dominion, including the Karemma star system.
