SECLAR was a type of security clearance rating applied to members of Starfleet and Starfleet Intelligence, providing a particular level of access to sensitive information.

History and specifics

In Starfleet Intelligence in the 23rd century, SECLAR was a 10-level rating (0-9), with access generally determined by an individual's rank, though with some need-to-know adjustments made when a person had applicable specialized knowledge, an exemplary service record, or served in a particular post. Top secret, accessible to some intelligence officers, some flag officers

Most secret, on a case-by-case basis, accessible only to top-echelon Starfleet personnel

Ultra secret, only for extremely dire circumstances related to Federation security

SECLAR 4 and 5 were attributed to most routine intelligence missions classified as "secret". For example, in order for a field agent to work in the front organization Minimax Opticon Corporation, they needed to have a minimum SECLAR of 5. Missions involving sensitive protocols like General Order 7 would usually be rated SECLAR 6. High-security operations such as Project Genesis would be rated SECLAR 7.

Those holding SECLAR 8 clearance include Commander, Starfleet Randolph E. Morrow, Chief of Starfleet Intelligence Dexter Armbruster, Deputy Chief of Administration Admiral Oki Gwamningdo, Deputy Chief of Plans and Policies Admiral Carson Bass, Deputy Chief of Operations Admiral T'Strella, and Rear Admiral James T.
