Dr. Roy was a scientist of Argylus in the 23rd century, despite being merely a child. Like all the children of his world, he was intellectually (but not emotionally or physically) mature by age three. At some point after 2259, when Argylus was stricken by a plague which killed everyone over the age of thirteen, Roy became head of their medical research center under King Simon.

In 2266, when the USS Enterprise visited Argylus, Simon took the landing party to the research center in the hopes that, with Roy's assistance, Christine Chapel could manufacture a cure there. Despite their best efforts, they were unable to do so. (TOS comic: "Child's Play")
