Peshor was a male Cardassian who came to hold the rank of Gul inside the Cardassian Guard. Over the course of his career, Peshor was, for a time, attached to the military occupation of Bajor as the overseer for several deep-mining operations which utilised the native population for slave labor. As a result of his activities, the officer was known to veterans from a resistance movement that expelled his people from the planet, though he was never noted for audacious demonstrations, acting in a manner which illustrated his strong adherence to more conservative opinions. Years later, Peshor had emerged to challenge the current leadership of the Imperial Council as an opponent that belonged to the D'ja Bajora Karass.
When the Goran Tokar’s nominated heir Kag Duzek died in 2371, this triggered political turmoil on Cardassia as several individuals began campaigning to become the Goran Tokar's heir. Kira Nerys fabricated a story that the Bajoran slaves working for Gul Peshor had tricked him into believing the Fareen Mis Tolor mines had been completely exhausted, whereas the opposite was supposedly the case and that the Bajorans had been able to extract the valuable ore after the Cardassians left.
