An outpost is a term which is applied to any base or settlement that are based on frontiers, which serves a multitude of purposes, including research and defense. Following the ending of the Earth-Romulan War in 2160, United Earth establish a number of outposts on asteroids along the newly-established Romulan Neutral Zone. (TOS episode: "Balance of Terror")
In 24th century space station classification, an outpost represented the smallest type of a starbase. Outpost-tier starbases lacked amenities and facilities of higher-tier starbases, like shipyards. (ST video game: Infinite)
History
In 2269, the USS Enterprise and Kor, son of Rynar discovered that a Preserver outpost existed near Gorn space. When the Enterprise neared the outpost, Ayelborne appeared to all and forbade either Humans or Klingons from pursuing the secrets of the Preservers. (TOS - Year Four: The Enterprise Experiment comics: "Part 4", "Part 5")
From the 2340s to the 2380s decade, starbases of the outpost tier operated in stellar orbits of every star system controlled by an interstellar power. By default, these outposts were called after the central star, with the word 'station' affixed. By the year 2346, the Romulan Star Empire operated the outpost-tier starbase Chaltok Station in the Chaltok system. With sufficient technology and resources, major powers could refit an outpost into a starport. Outposts operated by the major powers look distinct but fulfilled the same purposes and carried similar equipment. As of 2387, such outpost types included Cardassian outpost, Federation outpost, Klingon outpost and Romulan outpost. (ST video game: Infinite)
