Kelloway was a human male who became a member of the Maquis resistance over the course of their endeavour to secure independence from interstellar governments like the United Federation of Planets and Cardassian Empire. During these years, Kelloway was a member with ties to Captain Chakotay and his cell but was captured trying to assassinate Gul Aman Evek.
Biography
Harbouring animosities towards the Cardassian people, Kelloway joined the growing ranks of the Maquis, a militant resistance outfit which had first emerged from the discontent that settlers on worlds across the demilitarized zone established between the United Federation of Planets and Cardassian Union felt towards the former due to its ineffective enforcement of their rights on shared planets. As a member of the Maquis, Kelloway aided their conflict against forces associated with both the Cardassians and Starfleet, which declared his organization to be a renegade movement, and travelled to one location that also housed the crew of the Val Jean, under the leadership of Captain Chakotay. The majority of his comrades evacuated from the location before a security team from the USS Hawking beamed down to arrest them, but Kelloway was found hidden within a closet, clad in the red uniform that marked him as a member of the command division. Introducing himself as a lieutenant commander that had been the chief engineer onboard the USS Grissom, Kelloway offered his hand to Lieutenant Costello, who inquired to the circumstances that had left him to be found in such an unexpected location. When the so-called lieutenant that asked whether the officers wanted the full account or a shortened version, Costello demanded the entire recital but allowed the man to seat himself on a rock while he spoke.
According to the account that Kelloway spun, he had been abducted during a vacation on Risa, where a female operative of the Maquis had seduced and taken him to replace a deceased engineer, then dumped him at the underground complex after their intelligence apparatus warned that Starfleet was en route to arrest them. In secret, however, Kelloway intended to use his cover as a Starfleet officer to assassinate Gul Aman Evek - a prominent official within the Cardassian colonies inside the Demilitarized Zone - with a concealed phaser, but when brought before his target and Admiral Alynna Nechayev, the man answered demands that Evek had issued for the location of Chakotay with bared teeth and the declaration that his own words to the Cardassian were a farewell. Before he could fire his weapon, however, the Vulcan officer that had accompanied Kelloway and Costello incapacitated him with the nerve pinch, allowing him to be taken into custody.
