Hughes was a member of Starfleet who served aboard the USS Budapest in the 2370s.

In 2373, Hughes was assimilated by the Borg during the Battle of Sector 001. Sam Bowers was forced to kill Hughes, who was someone Bowers considered a friend. (DS9 - Mission Gamma novel: Lesser Evil)
