Broca was the leader of the Cardassian Union for a brief time in late 2375. His accession to the position meant he was promoted from gul to legate.
Biography
A careerist politician who came from one of the influential families on Cardassia Prime, though his ancestries mandated that Broca embark on a time within the naval forces of the Cardassian Guard that witnessed his elevation to become a gul with significant influence, he spent a minimal degree of time inside the actual service. Instead, Broca became a weak-willed but ambitious bureaucrat that worked beneath a stratocratic regime which had overthrown the Detapa Council when Skrain Dukat seized dominance over his people with assistance from the Dominion before the war against the Federation Alliance broke out. Under this regime, Broca was known to Legate Corat Damar, but favoured the Dominion as a collaborator who believed in their ideals and became little more than a rubber stamp for their own leaders as the influence of Cardassia wanned. (Adventures RPG module: Gamma Quadrant Sourcebook) In addition to the armed forces, Broca was also noted for his specialities in archaeology, transporters and geology, with additional talents as an engineer. Following the deaths of Niala and Sakal Damar, Corat Damar's wife and son, Broca announced their execution to the Cardassian people. (DS9 short story: "An Errant Breeze")
Upon introducing Broca to the Female Changeling and Thot Pran, Weyoun wanted him to address the Cardassian people and reassure them that the Dominion was committed to looking after their interests. The Founder was not interested in this, as she wanted to discuss the Dominion's retreat out of Federation, Klingon and Romulan space and back into the Cardassian Union's territory. Broca expressed scepticism at Weyoun's belief that the Federation would not attack them, as he thought that the Klingon and Romulan Empires would. (DS9 episode: "The Dogs of War")
Several days later, Broca told the Founder that he had heard a rumor that Damar was still alive and in Cardassia City. Broca returned to see the Founder during a blackout. When he told her that civilians were responsible for the sabotage, she grabbed his neck and began to choke him. Broca agreed with her that the people should be "severely punished". After the Dominion leaders learned that the Cardassian Guard had joined the Federation Alliance forces at the Battle of Cardassia, the Founder and Weyoun ordered that he be executed, in case he betrayed them as well. Broca was lead out of Dominion Headquarters' cargo bay doors and executed. This gave Damar, Kira Nerys, Elim Garak and Ekoor the chance to penetrate the building, killing Broca's executioners in the process. (DS9 episode & novelization: What You Leave Behind)
