Akellan was a male Cardassian officer who was a senior member of the militant separatist movement known as the True Way. Holding the official rank of Gul, he assisted the activities of the faction on their base at Algira Prime and later oversaw negotiations with the Alpha Jem'Hadar to discuss a coordinated attack on the United Federation of Planets, merging the two factions into a reincarnation of the Dominion.
